Analysis of the evolution in the supply and management of public services, with particular emphasis on public utilities services supplied in liberalized markets and under private ownership; analysis of the main criteria applied in the regulation of tariffs and quality in the public utilities sector; implementation of efficiency and incentive regulation in the Health sector and Universities.
1.Assessment of the public service notion in legal and economic terms;
2.Current transformation in public utilities: energy and water supply, and waste collection and disposal;
3.Management of public services firm between market forces and regulation of access, price and quality;
4.Changes in the relation client-firm in public services;
5.Organization and regulation of Health and Universities in Italy.
Final oral exam (students could ask for a written test.)
